Flaps don't extend fully in flight

I have a IVP. I have an issue with the flaps. Approaching the field, there is no problem extending the flaps to 10-degrees. On base leg I put the flap handle to full flaps but they don't extend all the way, and the flap indicator shows they are only to about 70% extension. Upon landing they have now gone to full extension and the indicator shows them to be fully extended. In the hangar they cycle just fine and go the full extension. I'm thinking somehow it is not getting sufficient hydraulic pressure at the hydraulic cylinder to in flight overcome the air load suction trying to retract them, but the hydraulic pressure gauge shows that the system pressure remains normal. Has anyone experienced this issue? Does anyone have a suggestion how to begin troubleshooting the problem? Looking forward to replies. Thanks.
